We have several time during our six months in Japan tried to get an understandable answer to this phenomena that we have been seeing all over Japan.

Even good English spoken Japanese comes with different answers that make no sense.

We don't know if they don't "want" to understand the question, or if they are embarrassed about the answer...

One answer: Probably small children...
The question remains to be solved.
